Campsites are nice and spacious. The location allows for fishing, biking, hiking, canoeing/kayaking and wonderful outdoor activities.
The park does get a bit busy on holiday weekends with lots of boaters and cyclists passing through, which sometimes makes for overflowing bathrooms. I've been to this park for the same holiday weekend for the past three years with no problems. This year, 2019, one of my kayaks was left unattended for 1 hour and was stolen from down by the boat launch. It would be helpful to campers if there was bike stand or something to chain kayaks to so we don't have to walk them back and forth, up and down the hill back to our campsites. I reported it to a ranger (fish & wildlife, don't recall what kind of ranger), but he said it was National Park issue. It was never found.

The campsite is close to the river and that was nice to be able to walk back and forth for fishing. It is very close to the C&O Canal towpath which is great for walking. The campsite overall was kept up pretty well, no trash. But the grass was tall (ok, it was August, it happens!) and the latrines needed to be flushed or cleaned. Depending on the wind, we could smell the chemicals from the latrines in our tent. Not pleasant. I probably won't return to this campsite.

From Hagerstown: Take I-70 W to I-68 W. Take Exit 68 towards Little Orleans. Follow Orleans Rd for 4 miles. Make a left on High Germany Rd. and it will dead end at the campground.
From Cumberland: Take I-68 east for 25 miles to exit 68 and then follow Orleans Road for 4 miles. Make a left on High Germany Rd and it will dead end in the park.
RV and Oversized Vehicle Warning: Do not use GPS as it will try to take you through a low clearance tunnel. After taking Exit 68, stay on Orleans Rd for 3 miles then turn left onto High Germany Rd. at the intersection of Mountain Rd, High Germany Rd, and Orleans Rd. Stay on High Germany Rd for 3 miles. Campsite will be on the left.
The campground is accessible via I-68, with Exit 68 leading to Orleans Rd, which connects to High Germany Rd.
