Be aware that if you arrive "late" (after 5PM, even in the summer), site squatting is a BIG problem here. If no one else is in your site, still be prepared to fend off dogs, children and many times other adults who will willfully walk through your site without remorse, especially if your site has direct river access.
The quiet hours are apparently a suggestion. Bring earplugs as needed.
If you are fortunate enough to not have to deal with other campers who don't realize there's a KOA in Hagerstown and another in Harpers Ferry, this is a great campground, where you can fish, hike, bird watch and star gaze. It's best "off peak" and in the middle of the week these days, because the loudness of many of the other campsites scares away a lot of birds, and otherwise disturbs what is an awesome natural area.
