Stayed in Loop 3. Beware of Loop 3 Restrooms and Showers! We stayed 4 nights and shower (1) was never cleaned. Sandy floors, items left by others still there on 4th night. Bathroom was old and obviously never maintained either the soap dispenser was broken and empty.
GO TO LOOP 2 RESTROOMS- MUCH NICER!
BUT BUSY because Loop 3 was there!
Campground had well kept grounds.

First thing you have to do is put a lift on the paved road into park. Too rough.
What made this bad was the mosquitos, could barley go outside during daylight hours but was impossible in the evening. We went to the Sakakawea State Park one night to visit some friends and not one bug. Came back to Downstream about 10 PM and there were only 2 campfires going. My guess it was because of the mosquitos. I have camped at Downstream for years but it this continues I will cancel the rest of my reservations for the summer and will camp other places next summer. .
