Th campground is fine if you don't need a cell phone or internet for anything. We had a family emergency just before arriving. We had no way to communicate with anyone without going in to sit at the gas station in town. Even that was sketchy. After 3 years of fulltime travel this is only the 3rd time we have had problem anywhere in the country.

The ACOE Outflow campground in Confluence PA is clean, well managed, and usually quiet on Sunday through Thursday evenings during peak use season.
The weekend experience there varies from similar to weekday evenings to something less pleasant. The first of two recurrent problems is noise, mostly from people with RVs who rent non - hookup sites and then run generators for hours. The second problem is that the campground can be very smokey during still evenings, which some people make even less pleasant by burning trash. There is no evident signage or effort on the part of campground hosts to stop either of these practices.

I rode up to the campground on my bike around 5:30pm. The host greeted me and described the different available options. He let me know that he had a hotspot at his site, in case I didn’t have enough service to register. While I miss the old fashioned option of putting cash in a box, it worked. I do wonder what would happen without a hotspot to campers without cell service.
The entire campground was clean and well maintained.

We have been camping here for well over 35 years. It is frustrating to be pitching a tent on a bed of gravel and rock. Whoever designed the 'pads' never camped in a tent. It took us over 30 minutes ti dig out our tent stakes- we pitch a canvas tent bought in 1987.

Well-maintained facilities. COE campgrounds are known for their well-kept amenities, including clean restrooms, laundry facilities (at some, but not all), and hookups, making your stay comfortable and enjoyable.
