I see no reason the corps can not get the sewer sys operating after 3 years

The first two nights were great. We decided to stay a third night and booked it online. The charge was was supposed to be 9.50 because I have a pass but I was charged 19.00 dollars on my credit card. I can't find out how to get a refund
