The wildflowers were in bloom, and the trees are growing--but generally from a few feet tall to a few inches thick trunks, so not yet providing a lot of shade. Unfortunately this year mid-July the mosquitos were plentiful and hungry. We have had and were having some wet weather, and I don't know how much the nearby wetlands restoration also contributes. My lower rating is just an honest assessment of how this one experience was affected by the mosquitos :-).
We got spotty cell service with t-mobile, especially for data. The sites are paved slabs, mostly level, with a picnic table, a fire grate, and a large bear box for storing food. Most sites did not have an improved location for a tent or canopy. The newer loops had hookups, and we were not in these loops. There are pit toilets (and dumpsters) dispersed through the campground, and a location in loop B for water including a pull through with both a threaded and an unthreaded tap. There is a dump station (for $10 currently) at the other end of Frisco next to a regional wastewater plant. Next to the dump station are two potable water taps as well.
Heaton Bay is convenient to Frisco, and the bike path around the lake crosses the entrance road, so we found it convenient to bike directly from the campground around the lake, to Breckenridge, and to Vail Pass.
While the campground was labeled as full, every night there was one or more empty spaces, but we had to book three separate spaces for four nights in order to have reserved spots, and did not try to stay Friday night, even though it was obvious that people had not shown up for their reservations. A lot of campground hosts do not move quickly to release spots when people don't show up.

Site is next to bathroom, but the bathroom is kept very clean and toilet paper was well stocked. Camp host is great, very friendly and helpful. Campground is right on the bike path/walking trail, and it’s easy to get to Frisco and Dillon from the campground. There is road noise from I-70, but nothing ear plugs couldn’t handle. Campground is perfect is you want to make use of the Dillon Reservoir or bike path. Great spot for kids and families too.

It's a beautiful campground, but I had very noisy party women right next to me. They played very loud music all day and evening. Several people from several campsites asked them to turn it down, but they refused and the host said there was nothing he could do. He said at 10pm if the music was still playing we could call 911. There need to be some rules so 1 group can't disturb everybody around them.
There were lots of mosquitoes.

Pretty amazing site with easy access to water. Incredible views. There's a little bit of road noise but not bad at all. We unfortunately picked a weekend where there was flood warning and heavy rain so that brought out tons of mosquitoes. But that's not anything the campsite could do anything about. Will return next year!

Beautiful location, we stayed at camp site T4 and loved it! The camp hosts were so friendly as well.
